The cosmetics industry today places significant emphasis not only on product quality and safety but also on regulatory compliance. Cosmetic regulations are continuously evolving, both in Thailand and internationally. Therefore, manufacturers and brand owners need to closely monitor regulatory changes to ensure that their products remain compliant and are ready for both domestic and global markets.
ISO 22716:2007 – Cosmetics – Good Manufacturing Practices (GMP) is an important international standard for the cosmetics industry. It provides practical guidelines for the production, control, storage, and shipment of cosmetic products. ISO 22716 focuses on establishing effective Good Manufacturing Practices throughout the entire manufacturing process, with the ultimate objective of ensuring product quality and consumer safety.
The key areas covered by ISO 22716 include personnel, premises and equipment, raw materials and packaging materials, production, quality control, handling of non-conforming products, complaints, product recalls, documentation, and records. Organizations implementing ISO 22716 should therefore integrate GMP requirements with risk management and applicable regulatory requirements.

In Thailand, the primary legislation governing cosmetics is the Cosmetics Act B.E. 2558 (2015), together with its amendments and related ministerial regulations and notifications issued by the Thai Food and Drug Administration (Thai FDA). These requirements cover areas such as cosmetic product notification, prohibited and restricted substances, labeling, claims, and other product requirements. Manufacturers and importers should regularly monitor Thai FDA announcements because requirements related to ingredients, labeling, and product compliance may be updated.
For international markets, regulatory requirements vary from country to country. In the European Union (EU), cosmetics are regulated under Regulation (EC) No. 1223/2009 on Cosmetic Products. Key requirements include the designation of a Responsible Person, product safety assessment, Product Information File (PIF), appropriate labeling, and notification through the Cosmetic Products Notification Portal (CPNP) before products are placed on the EU market.
In the United States, the Modernization of Cosmetics Regulation Act of 2022 (MoCRA) introduced significant changes to cosmetic regulation. Important requirements include facility registration, product listing, safety substantiation, and reporting of serious adverse events. These requirements represent a significant development in the U.S. regulatory framework and should be considered by companies exporting cosmetics to the United States.

Therefore, compliance with ISO 22716 alone may not be sufficient for international market access. Cosmetic manufacturers should establish an effective Regulatory Monitoring System and conduct regular gap assessments between ISO 22716 requirements and the specific regulations of each target market. Particular attention should be given to ingredients, product notification, labeling, cosmetic claims, safety documentation, and post-market surveillance.
As cosmetic regulations continue to evolve, organizations that effectively integrate ISO 22716 GMP, Regulatory Compliance, and Risk Management will be better positioned to reduce regulatory risks, strengthen consumer confidence, and successfully expand their cosmetic products into international markets.
