California Updates Restriction of Bisphenols in Certain Juvenile Products

California’s Department of Toxic Substances Control (DTSC) has updated practical quantitation limits (PQLs) for bisphenols in juvenile products.

In 2024, California approved SB 1266 (Chapter 790), which amended and expanded existing restrictions on bisphenol A (BPA). Under the updated law, BPA is restricted to no more than 0.1 ppb in bottles and cups to be filled with any liquid, food or beverage intended primarily for infants and young children.

As of January 1, 2026, this revised law prohibits the use of bisphenols in juvenile feeding bottles and juvenile sucking or teething products above the PQL, defined as the lowest concentration of a chemical that can be reliably measured with specified limits of precision and accuracy using routine laboratory operating procedures (22 California Code of Regulations § 69501.1(a)(52)), as determined by the DTSC) (SafeGuardS 150/24).

Clarification that bisphenol substances include, but are not limited to, BPA, bisphenol AP (BPAP), bisphenol AF (BPAF), bisphenol B (BPB), bisphenol BP (BPBP), bisphenol C (BPC), bisphenol E (BPE), bisphenol F (BPF), bisphenol FL (BPFL), bisphenol G (BPG), bisphenol PH (BPPH), bisphenol S (BPS), bisphenol TMC (BPTMC) and bisphenol Z (BPZ)
Confirmation that the PQL for BPA remains at 0.1 ppb at this time
Planning additional work to determine specific PQLs for other bisphenols and to post updated information as it becomes available
