Thailand is planning to designate Dechlorane Plus and UV-328 as Category 3 hazardous substances. If approved, restrictions will become effective on the day following publication in the Government Gazette.
In May 2023, the Conference of the Parties to the Stockholm Convention added methoxychlor, Dechlorane Plus and UV-328 to Annex A (elimination) of the convention (Decisions SC-11/9, SC-11/10 and SC-11/11).
In December 2024, Thailand’s Department of Industrial Works (DIW) announced the proposed designation of two persistent organic pollutants (POP), Dechlorane Plus (including its syn and anti-isomers) and UV-328, as Category 3 hazardous substances.
According to the nation’s Hazardous Substance Act, BE 2535 (1992), a license is required for the manufacture, import, export or possession of a Category 3 Hazardous Substance.

Dechlorane Plus is a flame retardant used in adhesives, sealants and polymers, as well as an extreme additive in greases.
UV-328 is used as a UV absorber to protect surfaces against discoloration and degradation under UV/sunlight. It has a wide variety of applications, including, but not limited to:
- Paints, coatings and sealants
- Plastics, including in the non-food contact layer of food packaging
- Printing inks and adhesives in food packaging
- Resin for interior and exterior parts of vehicles
