CEN Issues Amendment 2 to EN 71-13:2021 for Olfactory Board Games, Cosmetic Kits and Gustative Games

CEN has published EN 71-13:2021+A2:2024 for olfactory board games, cosmetic kits and gustative games. Conflicting national standards are to be withdrawn by June 2025.

In November 2024, the European Committee for Standardization (Comité Européen de Normalisation, CEN) published EN 71-13:2021+A2:2024, the latest toy safety standard for requirements on the use of substances and mixtures in olfactory board games, cosmetic kits, gustative games and supplementary sets to such games and kits. 

Highlights of major changes in EN 71-13:2021+A2:2024 are summarized in Table 1.

  • Introduces the following documents as part of the EN 71 series of standards on toy safety:
    • EN 71-15 ‘Formamide in foam toy materials (content)
    • EN 71-16 ‘Certain chlorinated phosphorus flame retardants (TCEP, TCPP, TDCP) in toy materials
    • EN 71-17 ‘Certain isothiazolinones (MIT, CIT, BIT) in aqueous toy materials
    • EN 71-18 ‘Phenol in aqueous (content) and polymeric (migration) toy materials
    • EN 71-19 ‘Migration of bisphenol A from toy materials’


  • Includes the following documents for toy safety:
    • CEN/TS 17973:2023 ‘Safety of toys – Categorization of slime type materials’ (SafeGuardS 153/23)
    • CEN ISO TR 8124-8 ‘Safety of toys – First age grade for the appropriate play of toys (ISO/TR 8124-8)’

‘Child-resistant containers’
 
  • Child-resistant containers must comply with one of the following three requirements instead of only EN ISO 8137:
    • EN ISO 8137:2015, or
    • The closure must not open when tested in accordance with ‘Closure test A’ as described in Annex E.1, or
    • The closure must not open when tested in accordance with ‘Closure test B’ as described in Annex E.2

According to EN 71-13:2021+A2:2024, this standard will be given the status of a national standard by May 2025, with conflicting national standards being withdrawn by this date at the very latest. It is expected to be harmonized under Directive 2009/48/EC on toy safety upon official acceptance by the European Commission and publication in the Official Journal of the EU (OJEU).
