SafeGuardSToys and Juvenile Products, Softlines07 May 2024

SG 70/24

In Saudi Arabia, the new edition of its Technical Regulations for Textile Products were adopted on January 12, 2024, superseding the previous regulations. The updated regulations are set to come into effect 180 days after their publication in the Official Gazette.

In January 2024, Saudi Arabia officially adopted the new version of its Technical Regulations for Textile Products. The updated regulation sets forth fundamental requirements for textile products and outlines the conformity assessment procedures that suppliers need to follow to ensure their products meet the standards required for entry into the markets of the Kingdom of Saudi Arabia. Here are the key changes introduced in the new version:

  • Scope of textile products subject to the new requirements updated, with a list of covered products and their corresponding customs coding included in Appendix 1-B
  • Newly defined category for underwear added to the scope
  • Exclusions have improved clarity by adding guidance on specific medical products and footwear. The following product categories are exempt from the Technical Regulations:
    • Products that are designed for medical purposes or medical claims. These fall under the requirements and regulations of the Saudi Food and Drug Authority
    • Footwear subject to the technical regulation of shoes and accessories
  • Updated language labeling requirement eliminates the mention of English and now mandates that information be presented in Arabic, with the option of an additional language alongside
  • Following removed - "Appendix 2: Tables of Limit Values for Permissible Chemicals in Textile Products," "Appendix 8: Azo-Dyes - List of Aromatic Amines," and "Appendix 9: Carcinogenic Dyes." This has resulted in changes to the numbering of appendices
  • Revisions to the standards and test methods used to determine the content of potentially harmful chemicals in textile products (Annex 1)
  • Modifications made to the conformity assessment procedures
  • Appendix 1-A updated. Specifically, 65 standards have been removed, while 13 new standards have been added

The latest Technical Regulations for Textile Products will become effective on July 10, 2024 – 180 days after the date of publication in the Official Gazette. Suppliers have one year from the publication date to comply with the new requirements. For more details, please refer to the official source of the Technical Regulation for Textile Products.
