Understanding the New EU Toy Safety Regulation

The publication of the new Toy Safety Regulation (TSR) (EU) 2025/2509 in the Official Journal of the EU on December 12, 2025, marked its formal adoption as EU law. The rules for products intended for play – whether exclusively or not, for use by children under 14 years old – are changing, and understanding the new requirements is essential to maintaining compliance and competitiveness.

The TSR will repeal Directive 2009/48/EC, the so-called Toy Safety Directive, on August 1, 2030, following a defined transitional period. This shift demonstrates the EU’s continued commitment to restricting potentially harmful substances in toys.
