Thailand Mandates Two Standards for Food Contact Paper Products

Thailand regulates two types of food contact paper articles under two national standards.

In December 2025, Thailand’s Ministry of Industry published two announcements mandating two national standards for two categories of food contact paper products:

Ministerial Regulations 2025: Food contact paper products are required to comply with standards – mandates TIS 2948-2562 (2019), a standard that defines the safety features of paper, cardboard and paper containers without added colorants. These are intended for general food and hot-fill food applications and do not cover paper, cardboard and paper-based containers used for filtering hot liquids or for heating or cooking food
Ministerial Regulations 2025: Food contact paper products for cooking with heat must comply with standards – mandates TIS 3438-2565 (2022), a standard that defines the safety features of paper, cardboard and paper containers made from virgin pulp or virgin pulp mixed with synthetic fibers without added colorants. These are intended for food contact applications, including filtering hot liquids and heating or cooking food at temperatures not exceeding 220 °C
