When implementing your factory production control system you need to select the right assessment and verification of constancy of performance (AVoCP) system for your product. Carrying out all tasks according to the AVoCP system authorizes you to draw up a declaration of performance (DoP) and entitles use of CE marking. Construction products that have been placed on the market in accordance with Directive 89/106/EEC before July 1, 2013 shall be considered compliant with Regulation No 305/2011.
Definitions:
Construction product: means any product or kit which is produced and placed on the market for incorporation in a permanent manner in construction works or parts thereof and the performance of which has an effect on the performance of the construction works with respect to the basic requirements for construction works.
Factory Production Control (FPC): means the documented, permanent and internal control of production in a factory, in accordance with the relevant harmonised technical specifications.
Regulations:
From July 1, 2013 all manufacturers, importers, distributors of construction products, as well as their authorized representatives, who make available construction products on the market, which are covered by a harmonized technical specification [hEN], are obliged to fulfill the requirements of Regulation (EU) No 305/2011 of the European Parliament and of the Council – CPR [Construction Product Regulation] from March 9, 2011, which was published in OJEU on April 4, 2011.
This replaces the Council Directive 89/106/EEC and sets out harmonized conditions for the marketing of constructions products, indicating:
- Rules and conditions for expressing the performance of construction products in relation to the essential characteristics
- Rules and conditions for the use of CE marking

Tasks In SYSTEM 2+:
In the 2+ AVoCP system, participation of a notified body is required to carry out the factory production control certification.
The manufacturer shall carry out:
- An assessment of the performance of the construction product on the basis of testing (including sampling), calculation, tabulated values or descriptive documentation of that product
- Factory production control
- Testing of samples taken at the manufacturing plant by the manufacturer in accordance with the prescribed test plan
The notified factory production control certification body shall decide on the issuing of the factory production control certificate of conformity on the basis of the outcome of the following assessments and verifications carried out by that body:
- Initial inspection of the manufacturing plant and of factory production control
- Continuing surveillance, assessment and evaluation of factory production control
The certificate of conformity of the factory production control is issued without time limit and will remain valid as long as the factory production control requirements included in the harmonised standard, used to assess the performance of the declared characteristics, do not change, and the product, and the manufacturing conditions in the plant are not modified significantly. Surveillance inspections are conducted annually in each production plant where certificate of conformity of the factory production control was issued.
