Turkey Publishes Import Controls for Toys and other Consumer Goods

Turkey updates three communiqués on import inspections for toys and other goods.

In December 2025, Turkey’s Ministry of Trade (Ticaret Bakanlığı) issued three communiqués for the nation’s import control on toys and other consumer goods via the Risk-Based Control System for Foreign Trade (Dış Ticarette Risk Esaslı Kontrol Sistemi, TAREKS), a system for electronically conducting safety and quality inspections on imported goods:

Product Safety and Inspection: 2026/10 for toys
Product Safety and Inspection: 2026/12 for consumer products
Product Safety and Inspection: 2026/17 for maternity and baby products

Key changes in each communiqué are summarized in Table 1.

Product Safety and Inspection: 2026/12 ‘Consumer products’	When compared to Communiqué 2025/12: Updates Annex I ‘Products subject to inspection’ by, among other things, revising chemical and/or standard requirements for several entry numbers, including but not limited to: Numbers 15-17 for stationery products (excluding toys) Number 19 for cases (mobile phones, tablets, computers, etc. and stationery products (excluding toys)) Numbers 32-34 for furniture hinges, furniture rails, brackets and similar items
Product Safety and Inspection: 2026/17 ‘Maternity and baby products’	When compared to Communiqué 2025/17: Updates Annex I ‘Regulations and standards applicable to products subject to inspection during importation’ by introducing several standards: TS EN 716-1+AC (children’s cots and folding cots for domestic use) TS EN 1130 (cribs) TS EN 1888-1+A1 (wheeled child conveyances: pushchairs and prams) TS EN 1888-2+A1 (wheeled child conveyances: pushchairs for children above 15 kg up to 22 kg) TS EN ISO 8098 (bicycles for young children) TS EN 12790-1 (reclined cradles for children up to when they start to try to sit up) TS EN 12790-2 (reclined cradles for children up to when they start to stand up) TS EN 16120+A2 (child mounted seats) TS EN 17022 (childcare articles – bathing aids) Amends Annex II ‘List of products subject to inspection’ by adding: Entry numbers 34 and 35 for drinking equipment for infants and young children Entry numbers 39-41 for children’s bicycles with a seat height 435 mm to 635 mm (TS EN ISO 8098) Entry numbers 42-47 for children’s products including highchairs, walkers, carriers, seats, strollers, baby carriages, baby cradles etc. and their required standards Entry numbers 48-53 for children’s cots, cribs and bedside tables with an inner base length of up to 1400 mm

Additionally, each of these three communiqués specifies the documents, including test reports, required for upload to TAREKS.

These three announcements entered into force on January 1, 2026.

Communiqués 2025/10 (import control on toys), 2025/12 (import control of consumer products) and 2025/17 (import control on maternity and baby products) have been repealed (SafeGuardS 11/25).
