Hong Kong Revises Standards for Children’s Products

Hong Kong has revised four children’s product standards for demonstrating compliance with its Toys and Children’s Products Safety Ordinance. These new standards will become effective on August 1, 2023.

In Hong Kong, toys and children’s products are obliged to comply with all applicable requirements in at least one of the safety standards specified in Schedule 1 (Toy Standards) and Schedule 2 (Schedule 2 Product Standards) to the Toys and Children’s Products Safety Ordinance (the Ordinance, Cap.424).

On February 17, 2023, Hong Kong issued the Toys and Children’s Products Safety Ordinance (Amendment of Schedule 2) Notice 2023 to revise four standards for children’s products falling under Schedule 2 Product Standards to the Ordinance. The major changes in these four standards can be found in Annex B to the February 2023 Legislative Council briefing document. These standards are international standards or standards adopted by major economies (for demonstration of compliance).

Highlights of the amendment are summarized in Table 1.
