Ukraine Regulates Vinyl Chloride Monomer in Food Contact PVC Materials and Articles

Ukraine has issued legislation to regulate vinyl chloride monomer (VCM) in food contact materials and articles containing polyvinyl chloride (PVC). The new law will become effective on November 19, 2025.

On January 18, 2023, Ukraine’s Ministry of Health published Order No. 2199 of December 5, 2022, ‘On the approval of Requirements for materials and articles containing vinyl chloride that are intended to come into contact with food’ in the Official Journal of Ukraine.

The new law implements European Directive 78/142/EEC relating to VCM in food contact materials and articles containing vinyl chloride polymers or copolymers (consolidated version to 1978).

Order No. 2199 contains two important dates:

  • January 18, 2023 for date of entry into force – the day of its publication in the Official Journal of Ukraine
  • November 19, 2025, for date of applicability – the day Law No. 2718-IX of November 3, 2022 ‘On materials and articles intended to come into contact with food’ becomes applicable (SafeGuardS 135/22)
