The state of Pennsylvania now requires flammability and tolerance laboratory test reports to be submitted with the application for stuffed toy registration.
On August 27, 2024, Pennsylvania’s Department of Labor & Industry, Bureau of Occupational & Industrial Safety, started requiring stuffed toy registration applicants to submit flammability and tolerance laboratory reports showing compliance with sections §47.321, §47.322 and §47.317 of the Stuffed Toy Regulations.
All applications, post marked after August 27, 2024, are required to use the new application form and must be accompanied by the following:
- Flammability and tolerance laboratory reports (from a Consumer Product Safety Commission (CPSC) certified laboratory or United States based testing laboratory)
- Notarized affidavit
- Completed stuffed toy sample (selected at random from those being manufactured by the factory listed in the application form)
- Appropriate fee
Pennsylvania also requires the manufacturer’s attestation in the application form that no child, forced or slave labor will be utilized in the production or making of the stuffed toys.
