Global Support Assessment Tool

Global Support Assessment Tool (GSAT) certification audits from SGS identify the strengths and weaknesses of National Scouting Organizations (NSOs), so they can engage in continuous improvement.

The World Organisation of the Scout Movement (WOSM) is committed to ensure each of its 161 NSOs reach a level of governance that conforms with international standards.

With the goal of improving the effectiveness of NSOs and their accountability toward stakeholders, SGS has collaborated with the World Scout Bureau, an organ of WOSM, to design a quality standard for good governance and scouting best practices.  

The GSAT assesses compliance with this standard, which is based on requirements specific to the Scout Movement and on good governance best practices captured in the SGS NGO benchmarking standard.

Benefits of SGS GSAT Audits

SGS has been mandated to conduct GSAT certification audits. These allow NSOs to assess their strengths and weakness, so they can take corrective actions and set priorities. Auditing enables WOSM to provide NSOs with focused support, based on their specific needs. GSAT Certification enhances an NSO’s reputation with stakeholders and potential grantors.

GSAT Methodology

The GSAT is base on 10 dimensions of best practices, each of which comprises between 5 and 13 criteria defined as objectively verifiable indicators. Most of these criteria refer to the risks an NSO could face and their consequences in terms of image, performance and resource allocation.

Upon audit completion, an NSO is awarded an SGS certificate, provided it:

  • Has reached an overall score above 70%
  • Does not show any major non-conformity 
  • Has reached a minimum score of 50% on the five key dimensions of the standard

Certificates are valid for three years.

Additional support services, such as consolidated results reports and training in good governance best practices, are available through RJ Governance Systems Sàrl, the SGS licensee for NGO benchmarking services, throughout the six regions of WOSM. The SGS Aid Efficiency Department in Manila Regional Operating Headquarters provides back office support.
