Three-Year Kenyan PVoC Contract Awarded for 2026-2029 Cycle

We are pleased to announce that the Kenya Bureau of Standards (KEBS) has formally awarded SGS a contract for the provision of pre-export verification of conformity (PVoC) services for a period of three years (2026–2029).

The formal contract signing is expected shortly, after which detailed communication on program implementation will follow.

Program scope

The contract covers designated regions as communicated by KEBS under the new PVoC cycle. Operational coverage remains aligned with regulatory directives issued by KEBS and will be implemented in accordance with the applicable framework.

Stakeholders are encouraged to engage directly with their local SGS office for clarification regarding applicable certification routes and procedural requirements.

KEBS enlarges its destination inspection (DI) coverage

DI is a compliance control mechanism applied at destination by KEBS to consignments originating from countries not covered under the PVoC program and does not exempt shipments from conformity assessment requirements applicable to PVoC-covered zones prior to export.

KEBS has added the following to DI:

  • Africa
  • Central Europe
  • Canada and the USA

Shipments from these regions will, upon arrival, be subjected to DI by KEBS at a fee of 0.6% of the cost, insurance and freight (CIF) value. Trade stakeholders are reminded to obtain certificates of analysis and test reports from laboratories accredited to ISO/IEC 17025 in the country of export prior to shipment.

We will continue to support suppliers and exporters with testing in line with the requirements of the relevant Kenyan standards.

In addition, businesses are required to provide a Free Sales Certificate demonstrating that products are freely sold and compliant with applicable regulatory requirements in the country of origin.

Commercial framework

Stakeholders are advised of a revision in inspection fees under the new contract cycle in line with the approved regulatory framework.

The above fees cover documentary verification, physical inspection and sampling, including container sealing (when applicable).

The fees do not include:

  1. Laboratory testing
  2. Manufacturer licensing
  3. Registration fees
  4. Sampling of bulk shipments
  5. Re-inspection

These services are charged on a case-by-case basis.
