SG 029/26
US state of California proposes ban on bisphenol A (BPA) in paper proofs of purchase that will eventually lead to a prohibition on all bisphenols.
In January 2026, California introduced AB 1604 to prohibit paper proofs of purchase provided to consumers by a business, or those created by a manufacturer, from containing intentionally added BPA. This prohibition would be expanded to intentionally added bisphenols after 12 months.
According to the definitions in AB 1604, the term ‘proof of purchase’ means a receipt issued at the point of sale for the retail of food, alcohol or other tangible personal property, or for the provision of services.
Highlights of AB 1604 are summarized in Table 1.
| Scope | Requirement | Proposed effective date |
|---|---|---|
| Paper proofs of purchase | BPA prohibited if intentionally added | January 1, 2027 |
| Bisphenols prohibited if intentionally added | January 1, 2028 |
