Under Japan’s Electrical Appliance and Material Safety Law (commonly referred to as the DENAN Act), electrical products intended for sale in Japan must satisfy strict standards covering electrical safety, electromagnetic compatibility (EMC), and statutory compliance. The law categorizes products into specified and non-specified electrical appliances. High-risk items—designated as Specified Electrical Appliances and Materials (Class A products)—mandatorily require the PSE Diamond Mark prior to market distribution.

As an ISO/IEC 17065 accredited conformity assessment body, SGS Hong Kong has been officially recognized and authorized by Japan’s Ministry of Economy, Trade and Industry (METI). A Seamless Four-Step Conformity Assessment Process
To help manufacturers achieve full statutory compliance based on Clause 9.1 of the DENAN Act, SGS Hong Kong offers a structured four-stage conformity assessment workflow:
- Application & Documentation Submission: Clients submit formal application forms along with all necessary technical documentation.
- Document Review & Product Testing: SGS technical experts review technical files while product testing is executed against official METI technical standards using approved subcontract laboratories.
- Factory Quality System Audit: A comprehensive on-site audit of manufacturing facilities is performed to verify consistent, compliant production practices.
- Final Evaluation & Certificate Issuance: Following a successful review of all test data and factory audit results, the official PSE Diamond Certificate (under Clause 9) is issued.
To ensure complete fairness, accountability, and transparency throughout the certification lifecycle, SGS maintains a structured system to handle complaints and appeals raised by certificate holders, legal authorities, or interested parties. Stakeholders can also verify certificate validity and status anytime via the public SGS ProCert Portal.
