On July 1, 2016, the ‘Administrative Measures for the Use of Limits of Hazardous Substances in Electrical and Electronic Products’ (commonly known as China RoHS 2.0 and will be referred to as the ‘New Measures’ in the following text) was formally implemented, replacing the ‘Administrative Measures on the Control of Pollution from Electronic Information Products’.
The ‘New Measures’ expanded the product scope from electronic information products to electrical and electronic products, while controlling six hazardous substances: lead, cadmium, mercury, hexavalent chromium and their compounds, plus polybrominated biphenyls (PBBs) and polybrominated diphenly ethers (PBDEs).
The ‘New Measures’ continues the ‘two-step’ strategy: the first step is to require electrical and electronic products to disclose environmental protection information in the form of self-declaration. The second step is to manage hazardous substances in part of the electrical and electronic products in accordance with the conformity assessment system.
In 2021, the Shenzhen Municipal Market Supervision Administration announced the results of their quality supervision and random inspection of hazardous substances in electrical and electronic products during the Q4 of 2020, which involved 6 types of electrical and electronic products such as telephones, monitors, personal computers, printers, fax machines, and photocopiers.
The results of the spot check are as follows:
| 41 INSPECTED COMPANIES (TOTAL 50 BATCHES) | FAILURE RATE |
|---|---|
| Circulation field | 28.6% |
| Production field | 50% |
Through analysis and research, the reasons leading to such a high rate of unqualified products during these inspections are:
- Enterprises do not understand or have deviations in their understanding regarding to the latest requirements of CN RoHS
- The companies haven’t followed up with the latest requirements of laws and regulations, and failed to take timely and effective response measures
- The enterprise's hazardous substance management and control system is not complete, and it is impossible to guarantee that the materials used in the products are always in a qualified state
- The enterprises lack attention to the regulatory requirements and fails to invest enough resources to control the hazardous substances in the products
SGS can provide enterprises with professional one-stop services to help them respond to the latest requirements of CN RoHS. Related services such as:
