Asia

India: BIS Introduces Changes to Validity Periods and Annual Fees Under the CRS Scheme

BIS Official Notice: Updated Validity and Annual Fee Rules for Scheme-II (CRS) Registrations

Pursuant to the amendment to the BIS (Conformity Assessment) Regulations, 2018, dated 25 February 2026, new rules for Scheme-II (CRS) registrations have come into effect.

All newly granted BIS CRS registrations will be valid for five years, and each renewal will extend the registration validity by an additional five years.

Registration fees must be paid annually in advance before the due date, together with the submission of annual production details.

Failure to submit the annual fees and production records by the deadline will result in suspension or permanent cancellation of the registration in accordance with the applicable regulations.

Thailand: TISI Issues Regulatory Update for Six Solar Energy Products

TISI plans to make the following standards mandatory. All six products listed below are related to solar energy systems:

  • TIS 61730 Part 2-2567 Photovoltaic Modules (based on IEC 61730-2:2023)
  • TIS 60947 Part 2-25xx Circuit Breakers (based on IEC 60947-2:2024)
  • TIS 60269 Part 6-2567 Low-Voltage Fuses (based on IEC 60269-6:2021)
  • TIS 62930-2564 PV Cables (based on IEC 62930:2017)
  • TIS 2603 Part 2-2556 PV Inverters (based on IEC 62109-2:2011-06)
  • TIS 63056-2567 Energy Storage Systems (based on IEC 63056)

Factory inspection: A factory inspection conducted by a Thai auditor is required for product certification.

Local testing: Local testing is not required. TISI will accept IEC test reports for product certification.

Tentative announcement date: September 2026

Tentative effective date: Under consideration by TISI.

Singapore: IMDA Aligns Requirements with IMDA TS RG-SEC and CSA Cybersecurity Labelling Scheme Level 2

The Infocomm Media Development Authority (IMDA) of Singapore formalized the mandatory enforcement framework under IMDA TS RG-SEC (Technical Specification for Security Requirements for Residential Gateways) on 8 June 2026.

Going forward, all network hardware classified as Residential Gateways, including home Wi-Fi routers, fibre modems, and broadband hubs, distributed or sold in Singapore must comply with these enhanced security requirements.

The specification is intended to reduce critical IoT network vulnerabilities and should be read in conjunction with the CSA Cybersecurity Labelling Scheme (CLS) Publication No. 4A for Home Gateways.

These regulations are tentatively scheduled to be fully enforced on 31 December 2027.

Indonesia: Local importers must update their Indonesian business classification to the mandatory 2025 KBLI to prevent DJID applications from being blocked.

Following its official publication by Indonesia's Central Statistics Agency (BPS) on 24 December 2025, the mandatory 2025 KBLI business classification system came fully into effect on 18 June 2026.
This change is important for all companies operating in Indonesia, as the 2025 KBLI is now required for obtaining a PB-UMKU business license. The DJID portal currently requires a valid PB-UMKU before a new certification application can be submitted.

If a local importer or Indonesian entity has not successfully transitioned to the 2025 KBLI, DJID and wireless certification applications may be blocked, potentially causing delays to market access activities.

Manufacturers are therefore advised to coordinate with their local partners as soon as possible to verify their KBLI status and ensure that certification projects can proceed without interruption.

Vietnam: MPS Introduces New Cybersecurity Requirements for IP Surveillance Cameras

The Ministry of Public Security (MPS) has issued Circular No. 48/2026/TT-BCA, introducing QCVN 11:2026/BCA, the National Technical Regulation on Baseline Cybersecurity Requirements for Internet Protocol (IP) Surveillance Cameras. The regulation became effective on 1 July 2026 and replaces the previous QCVN 135:2024/BTTTT, transferring regulatory oversight from the Ministry of Information and Communications (MIC) to the Ministry of Public Security (MPS).

The new regulation applies to all domestic and foreign organizations involved in the manufacture, import, and distribution of IP surveillance cameras in Vietnam. It establishes mandatory baseline cybersecurity requirements aimed at improving the security and resilience of connected surveillance devices against cyber threats. Key requirements include:

  • Unique default credentials for each device
  • Secure authentication mechanisms
  • Encrypted communications and data protection
  • Secure software and firmware update processes
  • Protection against unauthorized access and common cyberattacks
  • Security event logging and system integrity safeguards

In addition, IP surveillance cameras classified as medium- or high-risk products will be subject to conformity assessment and regulatory compliance procedures before being placed on the Vietnamese market. Detailed implementation requirements are expected to be specified by the competent authorities.

Vietnam: MOST Issues New Circular 36/2026/TT-BKHCN

On 30 June 2026, Vietnam's Ministry of Science and Technology (MOST) issued Circular 36/2026/TT-BKHCN, which defines regulated products based on their risk classification. The Circular entered into force on 1 July 2026.

Applications accepted before 1 July 2026 will continue to be processed and certified under the previous regulations. Certificates issued before 1 July 2026 will remain valid until their expiry date.

Key points of the new Circular include:

High-risk products, including microphones, RFID devices (125 kHz, 134.2 kHz and 918.4-923 MHz), radio remote controls, 24 GHz vehicle radars, Wi-Fi modems and LPWAN devices, are subject to mandatory type approval by designated certification bodies. Both IPQR and a Declaration of Conformity (DoC) are required.

Medium-risk products:

  • IPQR is no longer required; only a DoC is mandatory.
  • Desktops, industrial PCs, tablets, set-top boxes and televisions may be certified by either designated or accredited certification bodies. The corresponding DoC may be issued based on either a valid type approval certificate or a Supplier's Declaration of Conformity (SDoC).
  • NFC devices, RFID devices and 76-77 GHz radar equipment may now obtain a type approval certificate voluntarily from either a designated or accredited certification body. The corresponding DoC may be issued based on either a valid type approval certificate or a Supplier's Declaration of Conformity (SDoC).

Certification methods:

  • Method 3: MOST allows valid ISO factory certificates to replace on-site factory inspections. This method will be similar to the current Method 1 process.
  • Method 7: No changes have been made to the existing requirements or procedures.

Other updates:

  • The implementation of SAR (QCVN 134) requirements for mobile phones has been postponed until 1 January 2027.
  • SAR (QCVN 134) requirements for notebooks, tablets and DECT phones will become effective on 1 July 2027.
  • QCVN 86:2025/BKHCN, the RF EMC standard for WWAN and LTE NB-IoT devices, will become effective on 1 January 2027.
  • QCVN 136:2025/BKHCN, the RF standard for Wi Fi 6 GHz devices, will become effective on 1 January 2027.

Europe

Ukraine: Introduction of Wi-Fi 7

On 6 May 2026, Ukraine's National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and Postal Services (NCEC) published Decision No. 212, amending Decision No. 81 of 2025 on the general conditions for the use of radio equipment and radio devices. The amendment introduces references to the IEEE 802.11be wireless standard, paving the way for the use of Wi Fi 7 technology in Ukraine.

Middle East

Lebanon: TRA Announces One-Year Transitional Period for Type Approval of Vehicle-Used Products

The Telecommunications Regulatory Authority (TRA) issued an announcement on 8 May 2026 introducing a one-year transitional period for newly imported vehicle-used products.
Under this temporary measure, newly imported products entering the Lebanese market will be exempt from the requirement to obtain a Type Approval Certificate for a period of one year from the date of the announcement.

The Americas

Colombia: Resolution No. 40285 of 23 June 2026 has been issued, replacing the previous RETIQ regulation

Key changes introduced by the new regulation include:

  • New regulated products: Electric ovens and televisions.
  • Reclassification of energy efficiency levels for air conditioners, commercial refrigerators, and washing machines.

Updated certification schemes:

  • Scheme 4: Valid for 2 years. Initial certification requires testing of 5 samples, followed by surveillance at month 12 based on 3 samples.
  • Scheme 5: Valid for 5 years. Initial certification requires testing of 3 samples and a valid ISO 9001 certificate. Surveillance activities are conducted at months 12 and 32, with 1 sample tested during each surveillance audit.

Transition timelines:

  • Already regulated products: Certifications issued under RETIQ 2015 will remain valid until 23 December 2027. Applications under the new regulation may be submitted from 23 December 2026.
  • Newly regulated products: Applications under the new regulation may be submitted from 23 December 2026. Compliance with RETIQ will become mandatory from 23 June 2027

Colombia: Amends Technical Regulations on Lighting Products and Street Lighting (RETILAP)

The Republic of Colombia has issued Resolution No. 40286 of 23 June 2026, amending the Technical Regulations on Lighting Products and Street Lighting (RETILAP).

The Resolution aims to improve the clarity, consistency and implementation of the Regulations by correcting editorial errors, incorporating additional definitions, clarifying exclusions, exemptions and applicable requirements, and eliminating or simplifying requirements that impose unnecessary burdens on regulated entities without affecting product quality or safety.

In addition, the Resolution updates Books 1, 2, 3 and 4 of the Regulations, together with their annexes. It also consolidates the transitional provisions into a single regulatory instrument to harmonize interpretation criteria, facilitate implementation of the Regulations and strengthen legal certainty for stakeholders.

The Resolution entered into force upon its publication in Official Journal No. 53.539 on 1 July 2026.

El Salvador: El Salvador Announces Repeal of Four Technical Regulations on Energy Efficiency

On 9 July 2026, the Salvadoran Technical Regulation Body (OSARTEC) announced the repeal of four Salvadoran Technical Regulations (RTS) related to energy efficiency. The repealed regulations are: RTS 97.02.01:15 for self-contained commercial refrigeration equipment (limits, test methods and labelling); RTS 29.01.01:15 for three-phase squirrel-cage induction motors with rated power from 0.746 to 373 kW (limits, test methods and labelling); RTS 23.01.02:15 for room air conditioners (limits, test methods and labelling); and RTS 23.01.01:15 for central, packaged or split-type air conditioners (limits, test methods and labelling).

Ecuador: ARCOTEL Issues New Frequency Allocation Plan

Following a public consultation held in December 2025, Ecuador’s Telecommunications Regulation and Control Agency (ARCOTEL) issued Resolution No. 03-02SO-ARCOTEL-2026 on 13 February 2026, approving a comprehensive update to the National Frequency Plan (PNF).

Key changes include:

  • Satellite systems operating in the C-band (3720–4200 MHz) must complete the required operational adjustments within one year. Following the reallocation of the band, filters blocking frequencies below 3700 MHz will become mandatory.
  • The 3300–3700 MHz frequency band has been exclusively allocated to International Mobile Telecommunications (IMT). The operation of non-mobile services within this band is no longer allowed.
  • The updated plan formally recognizes 3G (IMT-2000), 4G (IMT-Advanced), and 5G (IMT-2020) technologies and introduces a framework for future 6G (IMT-2030) deployment.
  • Administrative spectrum adjustments will be implemented to support the operation of private and community networks within designated IMT bands.

The updated National Frequency Plan entered into force upon its publication in the Official Register on 27 March 2026.

Brazil: ANATEL Opens Public Consultation on Certification Identification Requirements for Mobile Phones, Lithium Batteries, and Chargers

On 18 June 2026, Brazil’s National Telecommunications Agency (ANATEL) launched a public consultation on the Identification of Certification for Cell Phones, Lithium Batteries, and Chargers.

The proposed changes would revise key certification identification and labelling requirements applicable to mobile phones, lithium batteries, and chargers. The consultation aims to gather stakeholder feedback on the proposed updates before the requirements are finalized.

The public consultation is open for comments until 26 August 2026.

Argentina: ENACOM Issues Resolution 481/2026, Overhauling Argentina’s Radio Spectrum Fee Management Framework

Argentina’s National Communications Authority (ENACOM) issued Resolution 481/2026 on 2 July 2026, introducing a new regulatory framework that replaces the existing Radioelectric Rights and Fees Regime. The key changes include:

 - Updating the structure of radio spectrum usage fees and administrative charges

 - Reducing the number of billing items by eliminating obsolete services and consolidating certain fee categories

 - Adjusting billing cycles and charging mechanisms to improve administrative efficiency and reduce operational costs

 - Introducing automatic fee exemptions for certain public-sector and non-profit organizations, eliminating the need for separate applications

 - Approving new annexes covering

  • Reference Bandwidths
  • Administrative Fees
  • Value Tables and Fee Calculation Criteria

 - Repealing multiple previous resolutions and historical regulations, thereby consolidating the regulatory framework under a single, updated regime.

Venezuela: CONATEL Updates Type Approval Certificate Validity Under SIGESTEL

Venezuela’s telecommunications regulatory authority, CONATEL, updated the validity framework applicable to telecommunications equipment type approval certificates through its SIGESTEL certification platform on 9 June 2026.

According to direct confirmation received from the SIGESTEL support service, newly issued type approval certificates will now be granted indefinite validity. As a result, certificates issued under the updated framework will no longer include an expiration date.

Oceania

Australia: EESS Audit of Out-of-Scope (Level 0) Equipment Registrations in the EESS National Database

On 30 June 2026, the Electrical Equipment Safety System (EESS) issued a notice to all Responsible Suppliers. For out-of-scope (Level 0) products registered in the EESS national database, test reports demonstrating compliance with the currently applicable AS or AS/NZS electrical safety standards must be provided. If no corresponding AS or AS/NZS standard is available for a product, test reports to the relevant current IEC standards will be accepted.

EESS is currently reviewing all registered Level 0 products. To maintain the validity of existing registrations, suppliers must provide AS or AS/NZS electrical safety test reports. Registrations that are not supported by the required AS/AS/NZS safety reports within 60 days will be cancelled.

Tonga: MIC Changes Name to CCT

The Ministry of Information and Communications (MIC) officially changed its name to the Communications Commission Tonga (CCT) and was officially launched on 3 July 2026. All relevant regulatory responsibilities have been transferred to and are now handled by the CCT.
