Asia
Cambodia: TRC Introduces Stricter Requirements for Local Importers
The Telecommunication Regulator of Cambodia (TRC) has recently emphasized that the local importer must be a company holding Qualified Agent (QA) status with TRC. This requirement is now being more strictly reviewed during the application process.
For certain products, an import permit from TRC is required prior to shipment into Cambodia. Only companies recognized as Qualified Agents are authorized to apply for this permit. Therefore, the local importer must meet this requirement to ensure a smooth approval and importation process.
Please note:
- The local importer information is required for TRC record purposes
- The importer’s name will not be displayed on the Type Approval certificate
- Failure to provide a qualified local importer may result in delays, rejection, or additional requirements during the approval process
Indonesia: DJID Issues Decree No. 197 on Specific Absorption Rate (SAR) Limits for Mobile Communication Devices and Tablets
Indonesia Komdigi issued Decree No. 197 of 2026 on 22 Apr 2026, setting out Specific Absorption Rate (SAR) limits for mobile telecommunication devices and tablet computers. The Decree is now in effect and repeals Decree No. 177 of 2024.
Use of Laboratory Statement Letter (SAR SUKET): For products requiring SAR testing, the submission process for SDPPI certification may continue to use a Laboratory Statement Letter (SAR SUKET) until 31 Jul 2027. SDPPI has introduced a transition period during which applicants may submit the SAR SUKET for certification purposes without waiting for the official SAR test report to be issued.
SAR Requirement for Tablets (Head Position): Under the previous regulation, tablet devices were required to undergo SAR testing for the head position. Under the new regulation, this requirement has been revised as follows: “Tablet devices that are not designed for voice communication with the speaker positioned next to the ear are exempt from SAR testing for the head position.
Indonesia: Indonesia Plans Spectrum Allocation in 700 MHz and 2.6 GHz Bands
Issued by Indonesia’s Ministry of Communication and Digital (KOMDIGI) on 9 April 2026, the country is planning to launch the allocation of the 700 MHz and 2.6 GHz frequency bands in 2026. The objective is to expand high-speed internet coverage and further enhance mobile communication services nationwide.
- 700 MHz (low band): This spectrum, released following the analogue TV switch-off (digital dividend), offers strong signal penetration and wide coverage. It is well suited for extending mobile broadband services to rural and suburban areas.
- 2.6 GHz (mid band): This band supports high-capacity data transmission and is suitable for 5G deployment, helping deliver stable, high-speed connectivity in densely populated urban areas.
India: BIS Issues Notice to Clear Backlogs and Enforce 30-Day Testing Timeline
BIS has issued a notice addressing sample backlogs in the LIMS portal. The authority plans to remove invalid pending records from 2024–2025, including cases where samples have already been reported, withdrawn, or where tests are no longer applicable.
All laboratories are required to complete testing and issue reports within 30 days from sample receipt, unless the applicable IS standard specifies a longer timeline. Laboratories must also clear existing backlogs. Delays exceeding the 30-day timeframe may result in disciplinary action.
India: MeitY Issues Gazette Notification on Mandatory Registration for Standalone Hard Disk Drives
On 5 May 2026, India’s Ministry of Electronics and Information Technology (MeitY) issued a gazette notification amending the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. The amendment adds standalone hard disk drives to the mandatory registration list under Indian Standard IS 13252 (Part 1):2010.
The notification clarifies that USB-type external hard disk drives will remain subject to existing provisions. All other standalone HDDs will be required to comply with BIS CRS registration starting from 5 November 2026.
The update will impact manufacturers, importers, brand owners, and traders supplying storage devices to the Indian market.
India: MeitY Publishes Guidelines for Products Covered Under IS/IEC 62368
Issued by India’s Ministry of Electronics and Information Technology (MeitY) on 20 May 2026, this circular introduces new guidelines for transitioning from legacy standards IS 13252 1:2020 and IS 616:2017 to IS/IEC 62368 1:2023, with a focus on product series grouping.
Each series is limited to a maximum of 10 models, and compliance testing is required only for the worst case configuration. Consistency must be maintained within each series in terms of IP rating, enclosure design (including materials, ventilation, and safety clearances), electrical insulation class (I/II/III), energy source classifications (ES/PS/TS), cooling methods, and safety critical components such as Y capacitors and optocouplers.
Cosmetic differences, such as colour or finish, are allowed. However, functional differences—including display integration, touch capability, SIM support, charging design, or power supply architecture—require classification as separate series.
Power adapters, UPS systems, and power banks may be grouped based on power or capacity ranges. All relevant components must also be registered separately under India’s Component Registration Scheme (CRO) to obtain BIS certification.
Mongolia: The Mongolia Communications Regulatory Commission (CRC) issued new regulations for certifying information and communication equipment on 13 February 2026
Please find the key changes below:
- A Letter of Authorization (LoA) for a local representative is now required
- The previous 6-year validity period for test reports has been removed; there is now no defined validity limit
- The CoC renewal or extension process has been removed; instead, a new certificate will be issued every 3 years while retaining the same certificate number
- The requirement for bi-monthly TA board meetings has been removed; evaluations will now be carried out by a qualified specialist, with final approval signed by the CEO
- Documentation requirements remain unchanged: LoA, DoC, test reports (S&H, EMC, RF), technical specifications, product description, user manual, and internal/external photos
- A 4-year certificate validity is possible, but it requires submission of one sample for RF and EMC testing
Sri Lanka: TRCSL Suspends Issuance of Exemption Letters
The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) has announced that the issuance of Type Approval Exemption Letters is currently on hold until further notice.
TRCSL has clarified that:
- Exemption categories have already been defined under the RTTE Gazette
- Devices classified as exempt do not necessarily require an exemption letter
Projects that have already been submitted are currently on hold but have not been cancelled.
Taiwan: BSMI Updates Lighting Fixture Inspection Rules and Expands Mandatory Scope
On 7 May 2026, Taiwan’s BSMI announced revised inspection requirements for four types of lighting products: fixed indoor luminaires, portable luminaires, light chains/rope lights, and Buddhist table lamps.
The update expands the mandatory inspection scope to include motion-sensor, camping, and rechargeable lithium-battery luminaires. It also introduces new requirements for flicker and illuminance for task lighting, and adopts the latest CNS standards.
Conformity assessment remains a dual-track approach, covering RPC Registration and TABI Batch Inspection, and will take effect from 1 July 2027. Existing certificates will remain valid until their expiry.
Taiwan: BSMI Revises Power Supply and Charging Equipment Rules, Expands Scope, and Updates Standards
On 23 April 2026, Taiwan’s BSMI issued a draft amendment covering four product categories: battery chargers, wireless chargers, car power adapters, and AC/DC converters.
The update expands the scope of battery chargers to include DC/DC models and upgrades the applicable standard for converters to CNS 61558 1:2026.
Conformity assessment will continue under a dual-track approach, consisting of RPC Registration and TABI Batch Inspection, with implementation effective from 1 July 2027. Existing certificates will remain valid until their expiry.
Thailand: NBTC Opens Public Consultation on Radar Equipment Frequency and Technical Standards
Thailand’s National Broadcasting and Telecommunications Commission (NBTC) has launched a public consultation, inviting industry stakeholders and the public to comment on proposed revisions to radio frequency usage and technical standards for radar communication equipment.
The consultation covers five draft announcements and focuses on spectrum usage rules and related technical requirements. The aim is to ensure that the regulatory framework keeps pace with technological developments while supporting the growing demand for new radar applications.
A key proposal is the removal of limitations that previously restricted radar applications to vehicle-based systems. Under the revised framework, the scope of radar equipment is expected to expand to include:
- General-purpose radar systems with broader application use
- Radar systems for land traffic and transportation
This is expected to support wider adoption of radar technologies in areas such as intelligent transport systems, industrial automation, and other emerging use cases.
In addition, several important technical updates are proposed, including:
- Increasing the authorized transmission power limit for the 24.05–24.25 GHz frequency band
- Introducing general-use authorization for the 57–64 GHz frequency band
- Establishing supporting technical standards to enable broader deployment of radar applications
These updates are expected to improve device performance and align Thailand’s technical framework more closely with international practices.
The public consultation is open from 4 May to 3 July 2026.
Vietnam: MST Issues Circular 14/2026/TT-BKHCN on New Conformity Regulations
On 9 April 2026, the Ministry of Science and Technology (MST) of Vietnam issued Circular 14/2026/TT-BKHCN on updated conformity requirements. The circular will take effect on 25 May 2026. Existing Type Approval Certificates (TAC), Declarations of Conformity (DoC), and compliance marks may continue to be used within their validity periods.
The key changes are as follows:
- For ICT products, certification Scheme 1, Scheme 5, and Scheme 7 will be primarily applied
- Scheme 1 will apply only to medium-risk products and is no longer applicable to high-risk products
- Scheme 1 and Scheme 5 apply to medium-risk products; where a factory ISO certificate is required, it must be issued by a certification body accredited under MRA/MLA, ILAC, IAF, or APAC
- Certificates issued under Scheme 5 will be valid for up to 5 years, with periodic surveillance assessments required to maintain validity
- Scheme 7 remains applicable on a per-shipment basis
Declaration of Conformity (DoC)
- The formats for both the Declaration of Conformity (DoC) and Supplier’s Declaration of Conformity (SDoC) are now clearly defined
- Online submission is permitted; where this is not available, hard copy submission remains acceptable
CR Mark (including ICT label)
- The use of electronic labelling for the CR mark is now explicitly permitted
Africa
Nigeria: The Nigerian Communications Commission (NCC) has released a regulatory framework for the use of the lower part of the 6 GHz frequency band.
The Nigerian Communications Commission (NCC) released a regulatory framework for the use of the lower 6 GHz band in January 2026.
Under the framework, the 6 GHz spectrum is divided into a lower band (5925–6425 MHz) and an upper band (6425–7125 MHz), with authorization currently limited to the lower band. The spectrum is designated for license-exempt use, aiming to accelerate device deployment and reduce market entry barriers.
All relevant equipment must obtain mandatory NCC Type Approval prior to importation and commercialization, and must comply with ETSI EN 303 687 technical standards.
The effective date will be confirmed through a separate official announcement.
The Americas
Brasil: Inmetro Issues Ordinance No. 274 for Commercial Electric Ovens
On 4 May 2026, Brazil’s National Institute of Metrology, Quality and Technology (Inmetro) issued Ordinance No. 274, amending Ordinance No. 267 of 22 June 2021, which covers the Technical Quality Regulation and Conformity Assessment Requirements for commercial electric ovens.
The new ordinance enters into force on the date of its publication.
The update introduces revisions to the regulatory scope, testing standards, testing requirements, certification procedures, and labelling requirements.
Applications for certificate maintenance or re-issuance submitted within six months of the entry into force may be processed under the previous requirements. After this period, all applications must comply with the updated regulation.
Manufacturers and importers must ensure that products placed on the market comply with the new requirements, including label updates, within 48 months. Retailers are given a transition period of 54 months.
Brasil: Inmetro Issues Ordinance No. 188/2026
On 18 March 2026, Inmetro Ordinance No. 188/2026 was published in the Official Gazette of the Union (DOU), amending the Conformity Assessment Requirements established under Ordinance No. 102/2022 for water heating and treatment equipment. The key updates include:
Updated standards: Two IEC safety standards have been revised, and additional IEC standards have been introduced for heating appliances, commercial water dispensers, and insulation systems.
Revised product scope: Newly covered products include equipment combining water purification and heating functions, as well as hot and cold water purification units
Certain products are excluded, such as equipment for tea, coffee, and juice preparation, as well as hot water devices without water purification functions
Differentiated durability testing:
- Non purification models: 10,000 test cycles
- Purification models: 100,000 test cycles
New labelling requirement: Mandatory marking stating that ENCE energy efficiency values do not include energy consumption for hot water heating
Water purification testing: A new Appendix A has been introduced to standardize water quality testing and evaluation criteria
Updated definitions and classifications: New definitions have been introduced, and energy efficiency classifications for household and commercial products are now clearly separated
Expanded testing scope: All water-contact equipment must undergo precipitate testing, including models without purification functions
Revised ENCE label: New mandatory fields have been added, and previous label formats are no longer valid
Certificate marking requirements: Certificates must clearly indicate whether the product is intended for household or commercial use, and the two categories are not interchangeable
Brasil: Inmetro Issues New Regulation for LED Lamps and Luminaires
On 13 April 2026, Brazil’s National Institute of Metrology, Quality and Technology (Inmetro) issued Ordinance No. 231, introducing a consolidated regulation for LED lamps and luminaires, along with updated technical quality requirements, conformity assessment procedures, and National Energy Conservation Label (ENCE) specifications.
The regulation establishes mandatory requirements covering product performance, safety, electromagnetic compatibility, and labelling. It applies to LED lamps and luminaires intended for general and decorative lighting.
Products must obtain mandatory certification and Inmetro registration before being placed on the Brazilian market and must comply with ENCE labelling requirements.
The new regulation is expected to further strengthen market access requirements for LED lighting products in Brazil.
Chile: Chile Issues Draft Protocol PE No. 6/10:2026 for Electric Chain Saws
Chile has issued draft technical regulation PE No. 6/10:2026, proposing safety certification and testing requirements for electric chain saws used for wood cutting.
The protocol applies to products intended for single-person operation, with a single-phase power supply not exceeding 250 V AC or 75 V DC (battery-powered), and a rated power of up to 3,700 W.
The draft refers primarily to IEC 62841-4-1:2024 and IEC 62841-1:2014, and defines requirements for product marking, testing procedures, and certification schemes.
Chile: SEC Issues Draft Protocol PE No. 8/12:2026 for Portable Power Stations
Chile’s SEC has issued draft technical regulation PE No. 8/12:2026, proposing safety certification requirements for portable power stations with a rated power of up to 6.0 kW.
The draft covers compact and transportable units equipped with integrated batteries, inverters, and AC/DC interfaces, supporting charging via grid, solar, or vehicle sources.
The regulation refers to IEC 62368 1:2018 as the primary safety standard.
Ecuador: Ecuador Issues Third Revision of Energy Efficiency Regulation for Ductless Air Conditioners
Ecuador has issued Resolution No. MPCEI-SC-2026-0067-R, approving the third revision of Technical Regulation RTE INEN 072 on the energy efficiency of ductless air conditioners.
The regulation entered into force on 30 April 2026 and applies to split-type and package-type ductless air conditioners with cooling or heating capacities up to 12,000 W (approximately 41,000 BTU/h).
The update further clarifies requirements related to energy efficiency classification, labelling, testing methods, and conformity assessment.
With the entry into force of the new regulation, the previous emergency technical regulation RTE INEN 072 (2R) and its extension provisions have been repealed.
Certificates of conformity issued under the previous version may continue to be accepted for up to 12 months from the effective date of the new regulation.
