In this publication, we list the latest changes and updates that affect the approval of products in international markets.
Asia
China: The State Administration for Market Regulation (SAMR) has issued Announcement No. 57 (2025) to further strengthen product quality and safety supervision in China
The announcement updates the certification model for 16 product categories— including fuses, small power motors, electric drills, automotive safety glass, and seat belts—within the Compulsory Product Certification (CCC) catalogue. These products will transition from enterprise self declaration of conformity to a third party certification evaluation model. Key implementation timelines and requirements are as follows:
- Implementation date: Starting 1 January 2027, all 16 product categories must obtain CCC certification and bear the CCC mark before leaving the factory, being sold, imported, or used in business activities. Existing self declarations in the dedicated filing system will be cancelled.
- Certification arrangements: Designated certification bodies (to be announced separately) will begin accepting CCC certification applications from 1 July 2026. From this date onward, the system will no longer accept or generate self declarations for these products. Certification bodies may use valid enterprise self declaration evaluation results as part of their assessment and issue CCC certificates accordingly, provided certification quality and risk control requirements are ensured.
- Certificate conversion requirements: Enterprises must complete the conversion to CCC certificates and cancel their original self declarations by 31 December 2026. Products that were manufactured within the validity period of an existing self declaration and will not be produced in the future are exempt from conversion and may continue to be sold.
China: CCC Mark Pilot Reform Introduced for Three Product Categories, Including Power Banks, with Mandatory Traceable QR Codes
The Certification and Accreditation Administration of China (CNCA) has released Announcement No. 27 (2025), launching a pilot reform of the CCC marking requirements for three product categories:
- power banks
- electric bicycles and their safety accessories, and
- gas burning appliances and related safety accessories.
The purpose of the reform is to strengthen the certification system, combat counterfeit CCC markings, and improve product traceability.
As part of the pilot, a permanent, non removable traceable QR code must be placed next to the CCC mark. Scanning the code will provide access to key certification information, including the certificate number and manufacturer details. All QR codes will be generated and issued by designated certification bodies.
Transition Schedule:
- From 1 March 2026: All newly certified products in the pilot categories must carry the QR code before entering the market.
- From 1 March 2027: The requirement applies to all certified products within the pilot scope. Products manufactured before this date do not need to modify their existing markings.
The announcement also outlines the respective responsibilities of certification bodies and certified enterprises. Certification bodies are required to enhance information management and strengthen post certification oversight, while enterprises must standardize the use of the CCC mark and maintain proper documentation to ensure the effective implementation of the reform.
India: India Department of Telecommunications Designates 5925–6425 MHz for Unlicensed Applications
The Department of Telecommunications (DoT) of India issued a gazette on 20 Jan 2026 designating the 5925–6425 MHz band for unlicensed use, including applications such as Wi Fi 6E. The gazette classifies unlicensed devices in this band into two categories:
- Low Power Indoor (LPI) devices, with a maximum permissible EIRP of 30 dBm, and
- Very Low Power Outdoor (VLP) devices, with a maximum permissible EIRP of 14 dBm.
The use of this band is prohibited for drones, land vehicles, ships, and aircraft operating below the specified altitude. Aircraft flying above 10,000 feet are permitted to use this band.
All devices intended to operate in this band must obtain Wireless Planning and Coordination (WPC) Certification in India. At present, the official WPC certification application system has not yet been updated to include the Wi Fi 6 GHz band option, and an upgrade is in progress. Once the system update supporting the Wi Fi 6 GHz band is completed, WPC applications can be submitted following the standard procedures.
This gazette takes effect from the date of its issuance.
India: TEC Revises Essential Requirements (ER) for IP Security Equipment, Expanding Scope to Four New Product Variants
The Telecommunication Engineering Centre (TEC) issued a revised version of the Essential Requirements (ER) for IP Security Equipment on 1 February 2026, expanding the regulatory coverage to include four additional product variants. The updated ER now also applies to:
- Data Loss Prevention (DLP) Equipment
- Network Data Encryption Equipment
- Secure Telemetry Equipment
- Secure Web Gateway Equipment
Indonesia: KOMDIGI Issues Regulation No.7 of 2026 on Customer Registration for Mobile Network Telecommunication Services
On 19 January 2026, Indonesia’s Kementerian Komunikasi dan Digital (KOMDIGI) issued Regulation No. 7 of 2026, establishing standardized registration procedures for mobile telecommunication service users across the country.
The regulation introduces mandatory biometric verification using facial recognition, enhances requirements for the protection and management of customer data, and aims to curb fraudulent use and misuse of mobile phone numbers.
It also sets out specific registration rules for special scenarios, including eSIM activation, M2M/IoT deployments, and calls to the 112 emergency service.
The regulation entered into force on the date of its issuance and includes a six month transition period.
Telecom operators are prohibited from activating any SIM cards before identity authentication is fully completed. The required verification steps include number validation, National Identity Number (NIK) verification, and biometric authentication with facial recognition. Each identity may register up to three prepaid numbers with a single operator.
Manufacturers must ensure that facial recognition systems meet the regulation’s minimum matching accuracy of 95%. In addition, the warning text “UNTUK KENYAMANAN DAN KEAMANAN ANDA, REGISTRASIKAN KARTU PRABAYAR MENGGUNAKAN IDENTITAS YANG BENAR DAN BERHAK” (“For your comfort and security, register your prepaid card with a genuine and legitimate identity”) must be displayed on SIM card packaging and online quotation interfaces. This requirement also applies to eSIMs.
Vietnam: The Ministry of Science and Technology (MOST) has issued Notice 56/2025/TT-BKHCN, officially promulgating the technical regulation QCVN 19:2025/BKHCN.
On 31 December 2025, the Ministry of Science and Technology (MOST) issued Notice 56/2025/TT-BKHCN, adopting the national technical regulation QCVN 19:2025/BKHCN and updating the safety and electromagnetic compatibility (EMC) requirements for LED lighting products.
The regulation specifies safety and EMC requirements for LED lighting products listed in Appendix A. It does not apply to LED products used for traffic signals, urban lighting, public areas, vehicles, or explosion proof applications.
QCVN 19:2025/BKHCN applies to organizations and individuals involved in the production, assembly, import, or trade of low emission lighting products, as well as conformity assessment bodies, national regulatory agencies, and other relevant entities.
Under the regulation, certification, inspection, and quality control testing for LED lighting products must be carried out by designated testing laboratories in accordance with Decree No. 132/2008/ND CP, Decree No. 74/2018/ND CP, and Decree No. 154/2018/ND CP. Certificates of conformity may be issued for a maximum validity period of three years.
The conformity mark must comply with the requirements of Decree No. 28/2012/TT BKHCN and the provisions in Appendix IX of Decree No. 26/2019/TT BKHCN.
Products certified under the previous regulation QCVN 19:2019/BKHCN remain valid until 1 June 2026, while LED products under HS code 9405.11.99 may remain valid until 1 January 2027. After these dates, all LED lighting products must fully comply with QCVN 19:2025/BKHCN.
Notice 56/2025/TT-BKHCN will take effect on 1 June 2026. At the same time, Notice No. 08/2019/TT BKHCN, which established earlier national technical standards for LED lighting products, will be repealed.

Moldova: ANRCETI Becomes ARCOM
On 14 January 2026, Moldova’s National Agency for Regulation in Electronic Communications and Information Technology (ANRCETI) issued a formal announcement confirming its institutional name change. According to the notice, ANRCETI has been renamed the National Agency for Regulation in Communications (ARCOM), effective 1 January 2026, in line with the new Electronic Communications Law No. 72/2025 and related regulatory decisions. ARCOM will continue to carry out all previous duties, responsibilities, and commitments of ANRCETI, ensuring regulatory continuity throughout the transition
Middle East
Lebanon: Lebanon’s Telecommunications Regulatory Authority (TRA) Issues New Regulations for Telecommunications Equipment Conformity Certification
On 22 January 2026, Lebanon’s Telecommunications Regulatory Authority (TRA) issued Decision No. 3/2026, which took effect immediately. The decision introduces several major changes to the country’s telecommunications equipment type approval framework:
- Transfer of authority: Type approval responsibilities have fully shifted from the former Ministry of Telecommunications (MoT) to the TRA. As a result, MoT issued certificates are no longer valid under the new regulatory system.
- Importer requirements: Importers must hold a valid import license and obtain TRA issued type approval certificates for their products. Certificates are issued in the name of the licensed importer, and separate applications are required for each entity.
- Certificate validity: New TRA type approval certificates are valid for a period of two years, after which renewal is required.
- Certification labels: The TRA has introduced a mandatory conformity label. Importers must purchase the official TRA label directly from the authority and affix it to products prior to importation.
Yemen: Yemen’s Sana’a and Aden Authorities Now Issue Separate Type Approval Certificates
Due to the ongoing civil conflict in Yemen, the MTIT (Ministry of Telecommunications and Information Technology) type approval system has undergone significant structural changes. The system now operates under two completely separate authorities, each enforcing its own certification process. The northern Sana’a authority continues to mandate type approval for all telecommunications and radio products entering territories under its control, while the southern Aden authority has recently launched its own certification scheme and begun issuing type approval certificates for products destined for Aden administered regions.
The America
Bolivia: ATT Updates List of Telecom Products Requiring Mandatory Homologation
Bolivia’s telecommunications regulator, the Autoridad de Regulación y Fiscalización de Telecomunicaciones y Transportes (ATT), issued an updated list of telecommunications equipment on 28 January 2026, specifying which products must obtain mandatory homologation before they can be imported, commercialized, or operated in the country.
According to the updated notice, the scope of equipment requiring approval has expanded significantly. The list now includes a broad range of categories such as mobile phones and smartphones, satellite phones, television and radio broadcasting transmitters, and digital television receivers (ISDB Tb). It also covers MMDS transceivers, radar systems, satellite communication terminals, and a wide selection of network infrastructure devices, including routers, ONTs, core switches, optical multiplexers, and other RF based communication systems.
Colombia: Ministry of Mines and Energy Releases Draft of the New RETIQ Energy Efficiency Regulation
On 19 December 2025, Colombia’s Ministry of Mines and Energy issued a draft of the new Technical Labelling Regulation (RETIQ) for energy efficiency. The proposed update not only revises the technical requirements for currently regulated products such as refrigerators, air conditioners, and washing machines, but also expands the scope to include electric ovens and televisions as newly regulated products.
According to the draft, the new RETIQ regulation will enter into force six months after its official publication in the official gazette. Once effective, there will be a one year transition period during which certificates issued under the previous regulation will remain valid. After the transition period ends, all new products exported to Colombia must obtain certification that complies with the updated requirements.
Ecuador: Ecuador has published a draft technical regulation, RTE INEN 072 (3R), establishing updated energy efficiency requirements for ductless air conditioners.
Ecuador has released a new draft technical regulation, RTE INEN 072 (3R), concerning energy efficiency requirements for ductless air conditioners. The draft represents the third revision of the regulation and is intended to replace the current RTE INEN 072 (2R). According to WTO notified information, the transition to the third revision is underway; however, no official publication confirming an effective date of 30 April 2026 is available yet.
Paraguay: CONATEL Issues Resolution No. 3339/2025
The Comisión Nacional de Telecomunicaciones (CONATEL) of Paraguay published Resolución Directorio N° 3339/2025 on 17 December 2025, formally establishing the use of the 3700–3800 MHz frequency band for IMT services, specifically 5G NR. The resolution updates the National Frequency Allocation Plan (PNAF) to incorporate this new 5G allocation, ensuring regulatory alignment with the country’s broader spectrum strategy.
Peru: MTC Updates UHF Television Frequency Plans for Arequipa Region
Peru’s Ministry of Transport and Communications (MTC) has issued Vice Ministerial Resolution No. 003 2026 MTC/03, updating the official channelization and frequency assignment plans for UHF television broadcasting in several localities of the Arequipa region.
The new measure amends Resolution No. 208 2004 MTC/03, incorporating revised digital television frequency plans for the districts of Polobaya, Tarucani, and Yura, ensuring the plans remain aligned with Peru’s ongoing nationwide transition to Digital Terrestrial Television (ISDB T). These adjustments are part of the broader regulatory framework established under Peru’s radio and television law and the multi year transition strategy outlined in the Master Plan for Digital Television Implementation.
The updated plan specifies key technical parameters for each locality—such as permitted transmission power, tower height limits, and required spectrum masks—to prevent interference and maintain orderly spectrum management. While the resolution text confirms the update to the UHF channelization and allocation plans, the earlier regulatory framework (Resolution No. 208 2004 MTC/03 and its amendments) provides the general basis for defining technical operating limits for UHF broadcasting stations.
Overall, this update supports Peru’s broader digital TV rollout strategy under the National Frequency Allocation Plan, ensuring efficient spectrum use and facilitating the continued migration from analog to digital broadcasting within the Arequipa region.
