In this publication, we list the latest changes and updates that affect the approval of products in international markets.
The National Centre for Communication Security (NCCS) has announced an update to the validity period of Pro Tem Certificates, extending it from six months to two years to enhance administrative efficiency. Effective 5 December 2025, all newly issued Pro Tem Certificates will be valid for two years.
For existing certificates nearing expiry, applicants who apply for renewal through the MTCTE portal will receive a renewed certificate valid for the remaining period, up to a total of two years from the original issuance date. All other applicable terms and conditions remain unchanged.
The two-year validity policy will be reviewed after one year of implementation.
The Ministry of Communication and Digital Affairs (KOMDIGI) has issued Ministerial Decision No. 469 of 2025, specifying the list of telecommunication equipment and devices with telecommunication functions that must comply with technical standards and obtain a DJID certificate in accordance with applicable regulations.
The equipment list is compiled based on Harmonized System (HS) Codes and is intended solely for administrative supervision purposes. It is not to be used as a reference for determining HS codes during customs clearance procedures.
All telecommunication equipment or devices with telecommunication features must meet the relevant technical standards. This Ministerial Decision came into effect on 7 December 2025.
Pursuant to Article 46 of the Administrative Procedures Act, we hereby announce the following to inform industry and the public in advance about the purpose and content of a partial amendment to the “Guidelines for the Safety Management of Electrical Appliances and Household Goods” and to solicit comments.
Submission deadline: Friday, 6 February 2026.
The National Radio Research Agency (RRA) announced on 5 December 2025 the revision of the Specific Absorption Rate (SAR) Measurement Standards. The newly established standard, KS C 3350, has been harmonized with the international standard IEC/IEEE 62209-1528. It consolidates SAR measurement procedures for both the head and torso and will replace KS C 3370-1, “Procedure for Measuring the Specific Absorption Rate of Portable Wireless Equipment Used in Proximity to the Ear,” and KS C 3370-2, “Procedure for Measuring the Specific Absorption Rate of Portable Wireless Equipment Used in Proximity to the Human Body.” The new standard will take effect on 1 April 2026.
The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) announced an important update to the Equipment Clearance System (ECS) on November 18. Under the new requirement, each Vendor License holder must use a unique email address for each Vendor License when submitting applications through the ECS. Consequently, multiple Vendor Accounts can no longer be managed under a single email login.
When submitting applications using a Local Importer as the Applicant, ECS login credentials (Email ID and Password) are required to proceed with the Type Approval (TA) submission.
Thailand NTBC (National Broadcasting and Telecommunications Commission) released Wireless Microphone updated standard (NBTC TS 1006-2568), Digital Enhanced Cordless Telecommunications (DECT) new standard (NBTC TS 1042-2568) and Criteria of using frequency and radiocommunication equipment that are authorized to use in general updated announcement on 13 Nov 2025. These standards will come into force on 5 Dec 2025. The main points are as follows:

NBTC TS 1042-2568 Technical standard for Digital Radiocommunication equipment using Digital Enhanced Cordless Telecommunications (DECT) technology (new standard)

The Ministry of Science and Technology (MST) of Vietnam issued Decision No. 3369/QD-BKHCN on 27 October 2025, launching the national program to promote, deploy, and transition to IPv6-only networks during the period 2026–2030. Currently, there is no specific plan for IPv6 certification.
Roadmap for IPv6-only deployment and discontinuation of IPv4 in Vietnam:

2. IPv6-only Preparation Phase (2025–2026)
3. Massive Transition Phase (2027–2028)
4. IPv4 Sunset Phase (2029–2030)
The Brazilian National Telecommunications Agency (ANATEL) issued Ato No. 18,086 on November 25, 2025, approving the Operational Procedure for Administrative Handling within the Foreign Trade System for import operations involving goods subject to local authority approval.
The regulation will take effect on May 25, 2026, and establishes specific guidelines for importing units intended for testing and certification, as well as for commercial purposes.
On December 9, 2025, Brazil’s National Telecommunications Agency (ANATEL) announced that “Operation Wireless” (Operação Sem Fio) led to the seizure of approximately 8 tons of unauthorized telecommunications equipment.
The confiscated items included cell phone chargers, Wi-Fi speakers, wireless headphones, smartwatches, TV boxes, wireless microphones, and power banks, with an estimated total value of R$ 4 million.
The Utility Regulation and Competition Office (OfReg) has opened a public consultation on the proposed Information and Communications Technology Consumer Protection Regulations, 2025. The consultation began on 5 December 2025 and will remain open for comments until 8 January 2026.
The draft regulations seek to establish enforceable standards for ICT service providers in the Cayman Islands. Key areas include information disclosure, complaint handling, contract terms, billing practices, service provision, quality and performance standards, and restitution mechanisms. These regulations apply to all ICT licensees serving consumers, small businesses, micro-businesses, and not-for-profit entities.
Stakeholders—including ICT licensees, consumer groups, businesses, and the general public—are invited to review the draft regulations and submit feedback. The full text of the proposed regulations, along with guidance on how to respond, is available in the consultation document.
On November 24, 2025, SUBTEL issued Amendment Resolution 2219 EXENTA, updating Resolutions 1985 EXENTA and 737 EXENTA.
This amendment clarifies several ambiguous points in Resolution 737 EXENTA and introduces new provisions. Most notably, SUBTEL now accepts that equipment already approved with a valid SUBTEL certificate is sufficient for publication on its website via a QR code—eliminating the need for RF reports, manufacturer declarations, or other additional documentation.
In early November, the National Telecommunications Corporation (CNT EP) became the first operator authorized by ARCOTEL to deploy and commercially offer 5G NR services in the n78 band (3400–3500 MHz). CNT has already begun activating 5G coverage with:
Users with mobile devices compatible with 5G NR (n78) can now access 5G services through CNT’s network.
Mexico Publishes Decree Reforming the Customs Law – Effective January 1, 2026
On November 19, 2025, Mexico issued a Decree amending the Customs Law, introducing significant changes related to NOM (Official Mexican Standards) compliance. Key updates include:
Effective Date: January 1, 2026. Customs authorities are expected to enforce compliance more rigorously, ensuring all products meet NOM requirements before entering the Mexican market.
In December 2025, Mexico’s Digital Transformation and Telecommunications Agency (ATDT) published the National Cybersecurity Plan.
This landmark initiative represents Mexico’s first specialized cybersecurity policy and outlines a comprehensive National Strategy. It also includes the development of the country’s first General Cybersecurity Law, along with other key projects aimed at strengthening digital security nationwide.
