US EPA Intends to Revise Formaldehyde Standards for Composite Wood Products

The US EPA has published a supplemental proposed rule to revise two additional standards for composite wood products under TSCA Title VI. Comments are accepted until October 20, 2022.

In March 2022, the US Environmental Protection Agency (EPA) issued a proposed rule to update the incorporation by reference of seven voluntary consensus standards falling under 40 CFR 770 ‘Formaldehyde Standards for Composite Wood Products’ (Toxic Substances Control Act Title VI (TSCA Title VI, SafeGuardS 44/22).


On September 20, 2022, the EPA published a supplemental notice of proposed rulemaking (SNPRM) in the Federal Register (87 FR 57432) to revise two additional voluntary consensus standards in the formaldehyde standards for composite wood products regulations. These two standards were issued after the consultation period for the aforementioned proposed rule.

The SNPRM also revises the definitions for ‘Medium-density fiberboard’ and ‘Particleboard’ by amending the relevant corresponding standards to their latest versions.

Highlights of updates to the two additional voluntary consensus standards in the SNPRM are summarized in Table 1.
