Asia
India: The Ministry of Commerce and Industry of India has issued the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025.
The Electrical Appliances (Quality Control) Order, 2025 was issued by the Ministry of Commerce and Industry on 19 May 2025, announcing that 90 additional electrical products will be brought under the mandatory ISI certification scheme. Compared to the 2024 order, the updated list includes several new DC-powered products, such as DC vacuum cleaners, DC air purifiers, and electric toothbrushes. For overseas manufacturers, compliance with this order will be mandatory starting 19 March 2026.
Indonesia: DJID Holds Meeting on CISPR 35 Implementation
The Direktorat Jenderal Infrastruktur Digital (DJID) of the Kementerian Komunikasi dan Digital (Komdigi) in Indonesia held a meeting on 16 May 2025 to discuss the implementation of the CISPR 35 Immunity Test Report. The implementation is planned for 1 September 2025, with DJID conducting an initial online survey. Testing under CISPR 35 is not mandatory before this date, and overseas test reports remain acceptable for certification. Documents submitted to DJID prior to the implementation date may still use CISPR 32 standards. Test reports based on IEC 61000 standards are also acceptable if CISPR 35 is included in the report. If a product cannot be tested for certain parameters, it may be approved if these are checked and declared by the testing laboratory.
Europe
Ukraine: Ukraine has approved an amendment to “The List of National Standards for the Application of Technical Regulations on Low-Voltage Electrical Equipment.”
On 18 March 2025, the Ukrainian Cabinet approved amendments to Resolution No. 1067 dated 16 December 2015, titled “List of National Standards Applicable to Technical Regulations for Low Voltage Electrical Equipment.”
The amendments were made to align with EU Decision (EU) 2024/2764. The affected products include threaded lamp holders, boxes and housings for electrical accessories, stationary circulators, toilets, and electric vehicle charging systems.
This order takes effect from the date of signature, except for item 1.1 of paragraph 1 in the list of amendments, which will come into effect on 30 April 2026.
Serbia: RATEL’s Amendments to the Radio Frequency Bands Allocation Plan Enter Into Force
On 12 April 2025, the Regulatory Body for Electronic Communications and Postal Services (RATEL) of Serbia announced that the decree amending the Radio Frequency Bands Allocation Plan has entered into force.
The Radio Frequency Bands Allocation Plan specifies the allocation of radio frequency bands for various radio communication services, in accordance with ITU Radio Regulations, relevant international treaties and agreements, as well as applicable European Union regulations.
Middle East
Oman: TRA Allocates 26 GHz Band for 5G and 6G Development
On 1 March 2025, the Telecommunications Regulatory Authority (TRA) of Oman issued a press release announcing the allocation of portions of the 26 GHz frequency band for experimentation and development of 5G and 6G technologies.
Africa
Burkina Faso: ARCEP Releases Regulatory Guidelines for Short-Range Devices
On 21 March 2025, ARCEP issued Decision No. 2025-011/ARCEP/CR, which defines the categories and usage conditions for low-power and short-range devices. Notably, the 6 GHz Wi-Fi band has been officially opened. The main points of the decision are as follows:

Niger: ARCEP Updates Type Approval Regulations for Radio Equipment
On 18 February 2025, ARCEP issued Order No. 000010/MCP/EN/SG/DL, updating the content and conditions for type approval of radio equipment. The main changes include:
Exemptions from Homologation:
- Portable equipment used solely for receiving sound broadcasting programs.
- Equipment intended for national defense and public safety purposes.
Certificate Validity:
- The validity period of type approval certificates has been reduced from 10 years to 3 years.
- Certificates issued prior to the date of this order remain valid until their original expiration.
Additional Information on Certificates:
- Manufacturer and importer names and addresses.
- Frequency bands used by the equipment, along with specific conditions of use.
Effective Date:
- This order takes effect from the date of publication.
America
Argentina: ENACOM Allocates 1990–2025 MHz and 2170–2200 MHz Frequency Bands
On 30 April 2025, Argentina’s ENACOM published RESOL-2025-640-APN-ENACOM#JGM, allocating the 1990–2025 MHz frequency band to the Satellite Mobile Service (Earth-to-space) on a primary basis, and the 2170–2200 MHz band to the Satellite Mobile Service (space-to-Earth) also on a primary basis.
Bermuda: Bluetooth and/or Wi-Fi Devices Exempt from RA Type Approval
On 14 February 2025, the Regulatory Authority of Bermuda announced that devices operating with Bluetooth and/or Wi-Fi radio frequencies are exempt from RA type approval. However, manufacturers and importers must still ensure compliance with all relevant regulations, standards, and labeling requirements, including those from:
- The Federal Communications Commission (FCC) of the United States
- The Canadian Standards Association International (ISED)
- The United Kingdom/European Union (ETSI)
Brazil: ANATEL Approves Simplification and Modernization of Telecommunications Standards
On 3 April 2025, the Brazilian National Telecommunications Agency (ANATEL) approved the Regulatory Simplification Project, aimed at creating a clearer and more favorable environment for innovation. A key objective of this initiative is to consolidate multiple normative acts into a single regulation, which includes the approval of the General Regulation of Telecommunications Services (RGST) and the Regulation of the Regulatory Experimental Environment, as well as updates to the Regulation of Temporary Use of Radio Frequencies and adjustments to internal rules. The project seeks to repeal obsolete standards, update definitions and rules for services of collective and restricted interest, and establish a unified glossary to improve the understanding of telecommunications standards. Additionally, the new regulation emphasizes the ethical and responsible implementation of Artificial Intelligence (AI), regulatory experimentalism, and the use of behavioral science in service provision. ANATEL’s efforts are aligned with international guidelines, including those set by the Organization for Economic Cooperation and Development (OECD).
British Virgin Islands (BVI): BVI TRC Opens Public Consultation on 5G Spectrum Strategy
The Telecommunications Regulatory Commission (TRC) of the British Virgin Islands (BVI) opened a public consultation on 24 April 2025 regarding the 5G Spectrum Strategy for the Virgin Islands. The consultation period will remain open for comments until 29 May 2025.
Colombia: Colombia Publishes Draft RETIQ 2025 Regulation for Energy Efficiency Products
The Ministry of Mines and Energy of Colombia recently published a draft regulation titled Modification of the Technical Regulation for Labelling (RETIQ). This draft introduces new product categories, including electric ovens and televisions, while also revising testing procedures, market entry requirements, and labeling standards for previously regulated products such as air conditioners, refrigerators, washing machines, water heaters, and other appliances.
Paraguay: CONATEL Approves 5925-6425MHz Band
On 23 April 2025, Paraguay’s CONATEL published RESOLUCIÓN DIRECTORIO N° 1034/2025 and RESOLUCIÓN DIRECTORIO N° 1035/2025, approving the use of the 5925–6425 MHz band for indoor low-power wireless access systems and outdoor very low-power wireless access systems in limited areas. However, the use of this band for RLAN systems is prohibited. Devices operating in this band under the new regulation must obtain homologation certification from CONATEL. The 6425–7125 MHz band remains prohibited.
Peru: MTC Promotes 5G Development
The Ministerio de Transportes y Comunicaciones (MTC) of Peru previously conducted a public consultation on the deployment of 5G technology. On 27 March 2025, MTC issued Supreme Decree No. 004-2025-MTC, approving the regulations of Legislative Decree No. 1627, which promotes the deployment of public telecommunications services utilizing 5G or higher technologies.
Oceania
Australia: GEMS Releases Regulatory Changes for Lighting Products on 5 May 2025
The main regulatory changes released are as follows:
LED Lamps:
Under the Greenhouse and Energy Minimum Standards (LED Lamps) Determination 2025, suppliers must complete registration and ensure compliance by 3 March 2026. LED lamps within the registration scope must meet energy efficiency, labeling, and health standards. Existing stock that qualifies under grandfathering provisions may continue to be sold, but suppliers are responsible for assessing eligibility.
Incandescent Lamps:
The Greenhouse and Energy Minimum Standards (Incandescent Lamps for General Lighting Services) Determination 2024 will take effect on 4 October 2025, replacing the 2016 determination. Non-compliant models will have their registration cancelled and will be prohibited from sale or supply. Existing stock imported or manufactured before 3 October 2025 may be sold until 3 October 2030 if it qualifies under grandfathering provisions. Certain new incandescent lamp models, such as high-voltage directional incandescent lamps, are now included in the updated scope and may not meet the new requirements.
Ballasts for Fluorescent Lamps / Transformers and Electric Step-Down Converters for ELV Halogen Lamps:
These products are no longer regulated under the Equipment Energy Efficiency Program as of 4 October 2024.
