Türkiye updates harmonized system (HS) codes and product descriptions for toys and other consumer goods.
On July 11, 2026, the Turkish Ministry of Trade issued three communiqués, amending import control requirements for toys and other consumer goods via the Risk-Based Control System for Foreign Trade (Dış Ticarette Risk Esaslı Kontrol Sistemi, TAREKS), which electronically conducts safety and quality inspections of imported goods:
- Product Safety Inspection: 2026/38, amending the Communiqué on Import Inspection of Toys (Product Safety and Inspection: 2026/10, SafeGuardS 4/26)
- Product Safety Inspection: 2026/39, revising the Communiqué on Import Inspection of Consumer Products (Product Safety and Inspection: 2026/12)
- Product Safety Inspection: 2026/40, revising the Communiqué on Import Inspection of Maternity and Baby Products (Product Safety and Inspection: 2026/17)

The amendments affect stakeholders throughout the supply chain for toys and other consumer products, including manufacturers, importers , distributors and retailers operating in Türkiye.
When does it apply?
Communiqués 2026/38 (import control on toys), 2026/39 (import control on consumer products) and 2026/40 (import control on maternity and baby products) became effective on July 11, 2026.
