Türkiye updates harmonized system (HS) codes and product descriptions for toys and other consumer goods.

On July 11, 2026, the Turkish Ministry of Trade issued three communiqués, amending import control requirements for toys and other consumer goods via the Risk-Based Control System for Foreign Trade (Dış Ticarette Risk Esaslı Kontrol Sistemi, TAREKS), which electronically conducts safety and quality inspections of imported goods:

What does this regulation require?

Key changes introduced by each communiqué are summarized in Table 1.

Product Safety and Inspection 2026/38 ‘Toys’ Updates GTIP¹ (HS Code) classifications and product descriptions for entries 28-49 in Annex 1 ‘List of products subject to inspection during importation under the Toy Safety Regulation’
Product Safety and Inspection 2026/39 ‘Consumer Products’ Replaces entry 3 with GTIP¹ 3215.90.70.00.12 and item name ‘tattoo inks’ in Annex 1 ‘Products Subject to Inspection’
Product Safety and Inspection 2026/40 ‘Maternity and baby Products’
  • Replacing the following entries in Annex 2 ‘List of Products Subject to Inspection’:
    • Entry 54 with GTIP 9503.00.49.00.11 and item name ‘Toys representing animals and non-human creatures’
    • Entry 55 with GTIP 9503.00.95.00.11 and item name ‘Toys’
    • Entry 56 with GTIP 9503.00.99.00.11 with item name ‘Toys’

The amendments affect stakeholders throughout the supply chain for toys and other consumer products, including manufacturers, importers , distributors and retailers operating in Türkiye.

When does it apply?

Communiqués 2026/38 (import control on toys), 2026/39 (import control on consumer products) and 2026/40 (import control on maternity and baby products) became effective on July 11, 2026.
