Flammability and Physical Requirements

SGS testing according to EN 71-1 and EN 71-2 ensures toys meet the specific physical and flammability requirements of the EU Toy Safety Directive 2009/48/EC.

Children explore toys in ways that are easily overlooked at the design stage. From the risk of choking on small parts, to pinch, puncture and entrapment injuries, no one wants to risk the life or health of a child with poorly designed toys. The objective of physical and flammability testing is to avoid injury and minimize the risk of recalls.

EN 71-1 – Mechanical and physical properties specifies requirements and test methods for toys. To ensure there are no hazardous sharp edges, sharp points and small parts or other potential hazards, testing includes:

  • Construction analysis
  • Strength, stability
  • Sharp edges, points
  • Small parts
  • Acoustic
  • Impact test
  • Compression test
  • Torque and tension test
  • Seam test
  • Performance test
  • Dynamic strength test

EN 71-2 – Flammability specifies the categories of flammable material that are prohibited in all toys. The standard focuses on reducing the risk of burn injuries. It includes both general requirements relating to all toys and specific requirements and test methods for the following toys, which are considered as being those presenting the greatest hazards:

  • Toys to be worn on the face or head (beards, moustaches, wigs, masks, hoods, head-dresses, etc.) but excluding paper novelty hats of the type usually supplied in party crackers
  • Toy costumes and toys intended to be worn by a child in play
  • Toys intended to be entered by a child
  • Soft toys

Tests verify the rate of spread of a flame or the maximum ‘after flame time’. These measures are intended to allow a child to drop the toy, or become distanced from it, before serious injury occurs.
