Ivory Coast Updates Labeling Requirements for PCA Program

Decree 92-487 of August 26, 1992 , introduced important revisions to the labeling requirements under the Ivory Coast Product Conformity Assessment (PCA)  Program (CI71). The application of these changes aims to ensure compliance with applicable standards and technical regulations while improving clarity for consumers and professionals.

New requirements

Foodstuffs, cosmetics, tobacco, tobacco products and pesticides:

  • All markings and instructions required by applicable standards must be indicated at least in French
  • If the original label is not in French, a second label must be added with all mandatory infor-mation written in French
  • If the label is replaced or supplemented, the mandatory information must faithfully reflect the original label

For industrial and professional products:

  • All markings and instructions required by applicable standards must be indicated in French or English
  • If the original label is neither in French nor English, a second label should be added with all mandatory information written in French or English
  • If the label is replaced or supplemented, the mandatory information must faithfully reproduce the original label

Important note

Exporters of products not yet subject to these mandatory requirements are encouraged to start pre-paring for compliance.

Energy labeling

New electric lamps, air conditioners, refrigerators and freezers imported into the Ivory Coast are now required to meet energy labeling requirements. This measure aims to ensure transparent information on the level of energy consumption and the environmental impact of these devices.

This has been in force since July 1, 2024, in accordance with Customs Circular 2309/MFB/DGD of June 7, 2024, and the Notice to Importers and Distributors-Resellers of Electric Lamps, Refrigerators, Freezers and Domestic Air Conditioners (435/MMPE/MCIDGCE) of March 28, 2024.
