India revises implementation dates for certain cookware, utensil and beverage can requirements under the Quality Control Order.

In January 2026, India published the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026. The order requires specified food contact articles to comply with two mandatory national standards and bear the Standard Mark under a license from the Bureau of Indian Standards (BIS) as per Scheme 1 of Schedule II of the BIS (Conformity Assessment) Regulations, 2018. It established separate implementation dates for general, small and micro enterprises (SafeGuardS 17/26).

On October 16, 2026, India’s Ministry of Commerce and Industry issued the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Second Order, 2026 (the ‘Second Order’), superseding the implementation dates for all three categories of enterprises.

What are the requirements and revised implementation dates?

Key changes in the Second Order include the introduction of a common implementation date of October 16, 2026, for products covered by IS 1660:2024 across all enterprise categories, while retaining a phased implementation schedule for products covered by IS 14407:2023 (Table 1).
