Scope of the Mandate
The Decree of President of Republic of Indonesia No. 57 of 2004  classifies Sugar as Controlled Merchandise, and in view of the Decree of President of Republic of Indonesia No. 58 of 2004 regarding the Handling Of Illegal Imports Of Sugar, and in the efforts of realizing our national food sufficiency and increased economic growth of the Indonesian people as well as realizing sugar self-sufficiency, with increased competitiveness and income of sugar cane growers and local sugar industry, it is imperative that control shall be maintained on imports of sugar for both industrial material as well as for consumption.

Description of Actual Services Provided by the SGS Staff
In its capacity as the sub contractor of the Surveyor named in the Decree for the verification or technical survey of sugar imports, SGS:

a.  conducts an administrative verification on identity and authenticity of licenses, including all other conditions required to be met by the Sugar Producer Importers and Registered Sugar Importers.

b.  conducts a  field verification of various information and data on the country of origin of the sugar, the HS classification, the ICUMSA grade , ( if the Goods are Raw Sugar as specified by The Decree, that the  ICUMSA grade is not less than 1200 IU and that if the Goods are Refined Sugar as specified by The Decree that the ICUMSA Grade is not higher than 45 IU, and that if the Goods are  Plantation White Sugar, as specified by The Decree that the ICUMSA grade is  between 70 IU to 200 IU. )  the description of the goods, the quantity and type, the date of shipment and port of destination.

Places evidence of inspection on the packaging of the sugar which have been subject to the verification or technical survey, in the form of seals or labels.
