EU Approved CMR Restrictions on Textile and Footwear Products

On April 26, 2018, EU member states approved the European Commission proposal to restrict the use of 33 carcinogenic, mutagenic and reprotoxic (CMR) substances in clothing, textiles and footwear. This new entry of Annex XVII to Regulation (EC) No. 1907/2006 will be applicable 24 months after publication in the Official Journal of the European Union (EUOJ).

According to the Commission, CMR substances may be present in clothing, textiles and footwear.  These substances may be used in the production process for a specific function, such as shrinkage prevention, wrinkle resistance, or other specific properties. Consumers can be exposed to these hazardous substances through skin contact, inhalation or unintentional ingestion of dust released from the textile materials. Small children are also at-risk from possible oral exposure.

As of the enforcement date, any clothing and related articles; textiles and footwear, containing the listed substances, whether they are produced within the EU or imported into the EU, will not be allowed to be placed on the EU market.
