The import, manufacture, sale and distribution of cosmetics containing Safrole and 14 other substances will be prohibited from July 1, 2018.

The Food and Drug Administration in Taiwan (TFDA) published notice No. 1061608566 on December 8, 2017, banning the importation, manufacture, sale and distribution of cosmetics containing Safrole and 14 other substances.

This ban will enter into force on July 1, 2018.

1 Safrole / Shikimol 94-59-7 Not allowed in cosmetic products. For products containing raw material which comes from lauraceae, the content of Safrole / Shikimol shall not exceed 100ppm in final product.
2 Verbena essential oils
(Lippia citriodora Kunth.)
8024-12-2 Not allowed in cosmetic products, except Verbena absolute (Lippia citriodora Kunth).
3 Costus root oil
(Saussurea lappa Clarke)
8023-88-9 Not allowed in cosmetic products.
4 Fig leaf absolute
(Ficus carica L.)
68916-52-9 Not allowed in cosmetic products.
5 Alocasia cucullata (Lour.) Schott - The use of plants with the listed scientific names in cosmetic products is not allowed.
6 Amorphophallus rivieri Durieu (Amorphophallus konjac) - The use of plants with the listed scientific names in cosmetic products, is not allowed, with the exception of Amorphophallus rivieri Durieu (Amorphophallus konjac) which has undergone a refinery process and detoxification for food use.
7 Alocasia macrorrhiza (L.)Schott (Alocasia odora (Roxb.)K. Koch) - The use of plants with the listed scientific names in cosmetic products is not allowed.

Remark: The original publication of the regulation shall prevail in the event of any discrepancy between the English version and the Chinese version.

Next step:

The industry is advised to check and confirm if existing cosmetic products which are already on market contain these substances in their formulation. These products shall be phased out in the said period of time.
