Turkey – New Regulations for Labelling and Marking on Fibre Composition in Textile Products

The new regulation on Textile Fibre Names and Labelling and Marking of the Fibre Composition of Textile Products was published in the Turkish Official Journal No. 29337 on 25 April 2015 and is effective immediately. This Regulation is in compliance with the European Union Legislation 1007/2011.

According to Regulation No. 29337 [1], the new requirements became effective on 25 April 2015, except for “textile products comprising non-textile parts of animal origin”, which will become effective on 1 January 2016. The following items are considered to fall within the scope as textile products in the Regulation:

  • Products containing at least 80% by weight of textile fibres;
  • Furniture, umbrellas and awnings consisting of at least 80% by weight of textile components;
  • The textile components of the upper layer of multi-layer floor coverings, bed covers and covers of camping products that consists of at least 80% by weight of textile components;
  • Composition shall be specified if textiles are combined with other products or form part of a combination.

All textile products should be labeled in Turkish with required information in accordance with the Regulations by means of a label attached to the product in form of sewing, embroidery, printing, embossing or by any other means of technology to specify the required information directly on the textile products. The permanently attached label must be legible, visible and easily accessible to the consumer. Only textile fibre names listed in Annex 1 of the Regulation shall be used on labels and markings to identify the fibre composition of textile products. The use of the names in Annex 1 is applicable according to the listed definition only.

General rules on labeling and marking of textile products:

Pure textile products:

  • Only textile products exclusively composed of the same fibre may be labeled or marked as “100%”, "pure” or “all”.

Fleece wool and shearing wool products:

  • The names listed in Annex 3 of the Regulation can be used to describe a mixture of wool in textile fibre content if products meet the stated conditions.

Multi fibre textile products:

  • Textile product shall be labeled or marked with the name and percentage by weight of all constituent fibres in descending order.
  • Fibres which account for up to 5% of the total weight of the textile product, or fibres which collectively account for up to 15% of the total weight of the textile product, where they cannot easily be stated at production stage, may be designated by the term “other fibres”, immediately preceded or followed by their total percentage by weight.
  • Products comprising a pure cotton warp or a pure flax weft, in which the percentage of flax accounts for at least 40% of the total weight of the unsized fabric may be given the name “cotton linen union” which must be accompanied by the composition specification “pure cotton warp – pure flax weft”.
  • Without prejudice to the provisions, for textile products which are difficult to determine the composition of the production process, the label or marking “mixed fibres” or “unspecified textile composition” can be used.

Decorative fibres and antistatic effect fibres:

  • Visible, isolatable fibres which are purely decorative and do not exceed 7% of the weight of the finished product and metallic fibres and other fibres which are incorporated in order to obtain an anti-static effect and which do not exceed 2% of the weight of the finished product need not be mentioned in the fibre composition.

Multi-component textile products:

  • Any textile product containing two or more textile components which have different textile fibre contents shall bear a label or marking stating the textile fibre content of each component.
  • Where two or more textile products have the same fibre content and normally from a single unit, they may bear only one label or marking.

Textile products comprising non-textile parts of animal origin:

  • Any use of animal-derived materials will have to be clearly stated on textile products “Contains non-textile parts of animal origin”.

Allowances:

  • The presence of extraneous fibre is tolerated, up to 5% of the total weight in the case of products which have undergone a carding process and 2% in other cases.
  • A manufacturing tolerance of 3% in relation to the total weight of fibres is permitted between the percentage stated on the label and the percentage obtained from analysis.

The Turkish Ministry of Customs and Trade is responsible for market surveillance to check textile products for compliance in accordance with the Market Surveillance and Inspection Regulation published in the Turkish Official Journal No. 29028 [2] on 12 June 2014.
