Lately, Russian customs authorities have frequently been stopping vehicles transporting goods that contain natural radionuclides such as construction materials, minerals, ceramic products, mineral fertilizers, dietary supplements etc. During transportation of these products, the gamma radiation dose on the surface of the vehicles might exceed the level of natural background radiation.

In response to the many inquiries from importers, the Federal Agency for Supervision in the Area of Consumer Rights Protection and Human Welfare (Rospotrebnadzor) gave an official comment on the situation.

In accordance with the requirements of SanPiN 2.6.1.1281-03 "Sanitary Rules for Radiation Safety of Personnel and Population during Transportation of Radioactive Materials (Substances)”, transportation of materials containing only natural radionuclides with an effective specific activity not exceeding 10,000 Bq/kg is considered safe with regard to radiation. Radiation intensity on the packaging surface must not exceed 2.5 mSv/h and radiation intensity on the surface of the vehicle 1.0 mSv/h. However, an additional Sanitary-Epidemiological Conclusion (Hygiene Certificate) or letters of Rospotrebnadzor are not required.
